Can they access the area where you're trying to mine? For instance, are the doors locked? Are civilian burrows enabled?
Are your dwarves extremely unhappy? For instance, has Urist McMiner become depressed or stricken with melancholy?
Keep in mind my knowledge primarily comes from the ASCII version of the game, and I've noticed that sometimes the Labor Profiles in this new version sometimes doesn't work properly. In my case, it was a dwarf who was assigned to do Wood Burning not building the Wood Furnace I set up, but once it was, he started burning logs as expected, which is not the intended behavior, so it's entirely possible you may be experiencing a bug with this new version.
I have no burrows yet, super new. They are able to access all of the areas where I've designated mining. I'm not picky, just any mining will do but they won't do a single square.
EDIT: I have now been informed that mining prioirty is in fact in the game it's just hidden behind a menu. Click the advanced digging menu and try setting the dig site to max priority.
I was looking for the "advanced digging menu" and I noticed I added some custom work detail at some point that must have prevented everyone from doing any mining/digging. I really don't remember what I was even doing with that work detail. Dumb mistake. Thanks for the kind help though!
Mining and woodcutting are mutually exclusive. A dwarf can only be assigned to one of them.
