Report a translation problem
More to the point, the fact that simple things haven't been translated directly from classic is frustrating. If they were going to change or obfuscate certain features and mechanics, why weren't those things specifically given tutorials / reference material?
(1) claim (unforbid) the cage using the AREA claim tool
(2) designate the cage to be dumped with the AREA dump tool
(3) click the cage, then click the trash can in the top right of it's information panel to "undump" the cage itself, this should leave the items still designated to be dumped
(4) make sure you have a dump zone set, if you have dwarves free who are assigned to hauling they will start taking away their items from the cage to the dump
(5) check the goblin in the creature->other tab and check its items to make sure its properly stripped (click the magnifying glass next to the goblin in the list to access it's creature view)
(6) claim the goblinite from the dump with the claim tool, either individually or area.

That works really well. Also works in case of stolen Artifacts, were the convicts still keep the loot (which is imo a bug).
In case of Artifacts, if the Item is designated to a display case / podest then the item will be delivered there (the designation will still be active after the theft) instead of the dump.
The key step is to dump the cage using the AREA dump tool. That will mark everything on the tile for dumping, including the stuff you can't otherwise see because it is being worn by the goblin. You also need to use the area claim tool on the cage to unforbid the goblin's equipment, since equipment worn by invaders and visitors is forbidden when they enter the map.
