My Dwarves won't dump refuse.
I have a ton of rocks and animal remains (I was attacked by a giant bird of prey) and my Dwarves just don't move them. I have a couple stockpiles set to refuse and corpses. I have them set to NOT ignore outside remains.

Any input?

Try making one of each of these: Refuse Stockpile, Corpse Stockpile and a Pit/Pond.

Pit/Pond allows you to use the trash can button to throw things into it.

Follow up question, in the "Standing Orders" section, if it says "Workers Gather Bodies" that is technically set to "ON", correct?

The bodies might also be forbidden, so you would need to unforbid them if so. This is controlled by various standing orders for forbidding things at time-of-death.
I'm swearing it must be a bug, I'm experiencing this too?

Items aren't forbidden

I have refuse and corpse stockpiles

Even have coffins for my dead dwarves already assigned to said dwarves..

Tried to even order a haul move on the corpses, same thing, they will not move? They've already rotted so it's just miasma, I just don't understand why my dwarves are just standing on the bodies, haha.

I had similar behavior with my current fort. My refuse stockpile was super empty but I had all this junk marked for dumping.
It somehow later automagically fixed itself, unfortunately I have no idea how.

I fell like it might be. They seem to be dumping some and ignoring others for no particular reason with me. They dumped like three of them and just ignore the rest. And haven't even bothering dumping a single rock.

As far as I can tell, it is. I checked it long ago and they still seem to ignore the animal corpses. And it's set not to ignore outdoor animal corpses as well. As of right now they seem content to just walk over everything.

I've experienced the same issue with dead bodies.

However, your dumping problem can be solved by designating a "Garbage Dump" from the zones menu. Preferably including an open space with at least a one tile drop. That way, they'll just throw it into the hole. My dwarves dump things fine like that.
Ok I just watched my guys remove remains from a stockpile. I have a stockpile on the surface that takes remains (subsection of refuse)

I had to turn off remains in my base stockpiles and make sure the "put any plant/remains/animal" checkbox in the stockpile's custom thing is not red?

Red apparently is "ignore my settings" whereas green is "abide by my settings" which ...isn't a great UI system but that's just me

THIS. THIS RIGHT HERE. I thought the stockpile designated it but once I put the Garbage Dump Zone it fixed everything.

Yeah its a little confusing xD.

Stockpiles for refuse are things like mussel shells and skeletons with no skin left. Corpse stockpiles are for freshly dead bodies afaik.

Garbage dumps are for items you mark as "dump".
