Kobolds are able to generate civilizations at least in the non-steam version, but I will admit I've never looked closely at them. Should be legal though

Yes they have civs but I never saw any permanent settlement of kobolds ever, right from 0.31.25. The most "settlement"-like things was just a non-marked on map in any way camp just with stuff on ground and bunch of kobolds, yet again it wasn`t marked like a fort or something like that. It was even possible to embark on them since there were no any settlement.

Note in legends mode.[i.imgur.com] Thing which, as I can remember, didn`t existed for camps at all.

One time in adventure mode I stumbled upon kobold cave and decided to clean it. Cut down about a hundred kobolds, lost consciousness from exhaustion and watched kobolds trying to pierce plate armor for like an hour of game time. So some of their layers are truly massive.

There have been kobold forts in the free version as well. In my actual game the have just conquered the last and only fortress of my civilization.
