It has to be a bug, right?
If the space is open, construct a stair, clicking first the space where you want the upward stair, then the space where your downward stair currently sits. If it's not open (it's probably open if stairs were removed though), dig stairs instead.
You can "remove" downward stairs too, by removing the stair that's underneath it. If you don't need a downward stair you don't need the bi-directional stair it's going down to either, so no problem eh? I do believe this will leave a big hole though, so you may as well cover it up with flooring.
Yeah. I made a post about how they should let us build specific stair types again (I.E. up, down, up/down) because of mistakes like this.
However it seems that until that happens you'll just have to have a miner dwarf dig a new set of stairs somewhere else to access it.
Construct stairs (not dig; I think we're all on the same page here, but just to be sure, construct, not dig). Click your current down-stairs. Go up to the level you want to rebuild the stairs to. Click again. Should work a trick.

Nah. Not if you already have a staircase and remove the bottom floor's up stairs. You can't build a new set of up stairs. You have to dig back up.
Although apparently this is only the case for 1x1 stairs? Not really intuitive.
