Farm plots not being built?

I built a set of farm plots underground, but for some reason, while three of the others were built without issue, the dwarves don't even try to build[imgur.com] the other two plots.

I used water buckets to get mud on the stone floor, and it worked fine for the other three plots. Nothing else has changed and the construction never even gets suspended. It's just nodwarf ever even tries.

Anyone else having this issue?

you need to assign more farmers. building plots has lowest priority and as soon as you have a couple of farms keeping your farmers busy the rest wont get built

Not how the new labor system works. I didn't assign farmers specifically so that everyone would do it. Anyways, I think that all the dwarves were just busy doing other things so eh whatever.

both planting and harvesting have priority over building farmplots
so if everyone was doing this, you had a lot of seed stocks or plants to harvest
