Report a translation problem
Click on the construction site, is the build maybe suspended? It sometimes happens when Dwarfs and objects get in the way of each other.
If it hasn't been suspended and they still aren't building then you might have made it so there are no available builders through your labor menu. You need a carpenter to building the woodworking shop, mason to build the stoneworking shop etc. Now at the game start, you don't have any of those labor specified as a default, which means every dwarf will be these things. However, if you've created a filter for those labors, made it so only those selected do the job and don't have anyone selected (or the 1 person you did select is busy), then the job won't get done. Or, even if you don't have the filter on, but you've told all of your dwarves to only do jobs you've selected for them and none of them are a carpenter, then none of them will build a wood shop.
If the building isn't suspended, and you haven't messed up the labor designations, and you do have idle dwarves, then this might be a bug we need to report. I have seen reports about people designating a really large gathering zone and that makes their dwarves stop working for some reason. And to fix it, they've been creating a burrow, assigning all their dwarves to it, and then deleting the burrow. So give that a shot.
If its not suspended, not a labor issue, not a gathering zone issue, then this might be a brand new bug.

Found this thread and paused all tasks I could find besides the critical ones, and make a new Labor profile which included everything except hauling stone/wood and fishing.. My dwarves always seem mad on fishing if able.
.. and voila the civs get back to fortressing.
Tldr; pause everything, let dwarfies figure it out.
