Yes, you can prioritize individual tiles when giving designation orders, but these are only in relation to that specific labor (mine these tiles before others, etc). They have no bearing on other labors. So I'm going to just assume there is no labor prioritization and I'll have to start making specific dwarves my "designated haulers." Super disappointing.
I was not replying to your query but to Udrakan's "Mining priority designations are also presumably gone".
On the aspect of labor priority, I did not even know that was a feature of Dwarf Therapist. I just used it to easily sort my dwarves and enable/disable labors, never saw any priority system.
That's a utility mod. It isn't part of the game itself.
