tho this is not something i have tested its just something i have heard
I finished the game, and yes you can keep them both at the end as long as you skip that sidequest of finding lost dwarves in Mahakam, if you have rayla by that point she will kill them anyways and Isbel will leave the party permanently and she won't evolve into her "+" version (the destroyer) that instead of healing makes all the accumulated damage to enemies that have made against you during the whole match.
At the end I got rid of Rayla, even tho she was so helpful at the start because Isbel was way overpowered in her upgraded version by the end of the game(especially if you are playing on bonebreaker difficulty like I did)

I didn't use it the first time I played but after that, I started making use of it.
