This game has sat for a few months and I am just now getting around to try to play it and it will not start.

I cannot find a way to verify the files. Is there a solution to this problem?

Steam Library >> Settings >> Properties >> LOCAL FILES >> Verify integrity of game files...
Update the Game.
See if that error goes away.

Did not fix it.

Moved the game from my Synology DiskStation network drive to my "C" drive and the game was able to start up. It I had to make a guess the anti-cheating software has a problem with the game not being on "C" and stops the game from running.

Every so often I run into weird errors and the problem is the game is not on C drive and is on a network drive. But, the vast majority of games having them stored on a network drive is OK.

No one can tell if anti-cheat was involved in that cuz no one can know the algorithm exactly. Some can be guessed, but not like this sensitive. I mean how it works, to be precise.
However, its good to hear that your problem got resolved.
But its very likely Anti-Cheat. I am familiar with this with some multiplayer games like fortnite. This particular error can have multiple solutions. Verifying integrity helps too if the executable was damaged somehow. Unknown file version error can pop up from this too.

I have run across this problem with Ubisoft games run on their client. I have to put them on a local drive for them to work.
