How and where does this game get the save files?

Where and how exactly is this game getting saves? I deleted them locally, disabled cloud saves on steam, disconnected the internet, and they are STILL there. Where are they really??

I had a problem with my saves and the game basically said I never even started it. I was already on the final mission so I didn't want to start again so i downloaded one of those 100% files from the internet.

The thing is that the way this game handles saves is driving me nuts.

My save games are here, right?

I have the 97358 folder with Profiles and SaveGames inside of it.

Windows also says there should be save games here but my folder is empty (there is a SGWC folder tho)

So, I pressed new game and started the tutorial just so I could access the contracts (which are all locked and the tutorial is at 0%) and the "continue" button

I then DISABLE cloud saves and also DISCONNECT the internet, physically as in removing the ethernet cable.

I then DELETE the contents of the 973580 folder and replace them with the ones I downloaded.

My save file is still the one in the tutorial. I also tried changing my keys a little and indeed that is also saving. So where and how exactly is this game getting saves? I deleted them locally, disabled cloud saves on steam, disconnected the internet. Where are they really??
