I re-did in that order, and it worked.
these developers are truly amateurs.
Once you've found out if the real Alikhanova is the smoker or if she's not a smoker, then at the fortress, once they split up, watching them for a minute or so will reveal the smoker when she lights up a cigarette.
If you don't want to spend the time watching them, then here's how you can determine which one to kill... the non-smoker is always the one hanging around the main doors. And, the smoker is always the one hanging near the helipad.
However, if you alert them to your presence, they will retreat to the bunker, and you won't be able to tell which one is the smoker or not the smoker, unless you stay out of sight until everyone calms down. Then, one of them might come back outside but, that's not guaranteed. If neither of them comes back outside, then it's a coin flip on who to kill.
I find it very amateurish to build a game this way, especially when the player is not informed that he has to do it.
There are numerous other games from the old days through to today that have scenarios like this, and they all allow the scenario to be completed regardless of how you do it, even if you just flip a coin and shoot one of them....one will be the correct one, and one wont...plain and simple.
There is another one where I came in from a different direction, and due to that a certain NPC would not run away after I shot the guys around him...he just stayed right there on his knees for the rest of the game.
Crap like this is one (of many) reasons why this developers games are always rated in the low to mid 70s
