Report a translation problem
- add an exception or turn off antivirus
- disable steam cloud saves.
I will get some others downloaded.

1. Hold Windows button and press 'R' simultaneously (run window will pop up)
2. Type Dxdiag
3. Confirm by pressing 'OK'
4. Click 'Save all information'

I will do that later after work.
Done another sfc /scannow and it pointed to some corrupted files which were repaired. I am thinking now maybe just do a complete clean install.
It was Steam Cloud causing the issue. Cheers dude.
And just a quick side note, i know that other people fixed it with deinstalling their antivirus software, but i wont deinstall my antivirus software.
