u mean this? It says seeker become harder to dectect in snowy environment but I don't see any option to change my suit camo

Yes, there is two options white / green.
Each map is in different biom so if you bought it and playing Altai mountains your suit will be white and enemies will have lower chance to detect you.

So the default color is black. It will change to green/white depends on my unlocked skill? What if I unlock both?

There are upgrades you can apply to it, snow camo / wood camo, and advanced versions of both. I'm assuming you can go back to black if you unequip all of those.
