Game locked at 60fps...
but I know my PC could easily hit 100+FPS on this game, GPU usage is under 40% what gives?

Yeah but I think I found out the issue, the game automatically matches the refresh rate of Your monitor, which sucks cause I get frame drops to 59 fps constantly, if I could have it locked at 63fps (About) it would give me 3fps of leg room for frame drops.

Absolutely xD, not only that but the game has terrible render latency, over 30ms on a GTX 1660 Super.

...you can perceive 30 thousandths of a second delay... and you call that "terrible" latency. I think most people would call single frame drops and 3 HUNDREDTHS of a second latency "negligible" because I would conjecture that most people literally cannot perceive that. I know I can't. Quite frankly I imagine that must be terribly annoying.

I can perceive it, but its not as terrible as it sounds. Your right that its mostly negligible, it must be cause I'm used to playing older games that run at 144fps and 2-6ms render latency.

Your right, I definitely am making a bigger deal out of it, its just that I know my setup could run this game 100% locked at 75fps (Or much higher) I prefer to play my games a couple frames above my refresh rate so that I dont feel any frame drops.

I learned the game also matches Your monitor refresh rate, so apparently its impossible to get the game to run higher than whatever Your refresh rate is, which to me sucks. I already beat the game 100% with my older PC. There is a PCGamingWiki patch but I cant get it to work.

I can't quite figure out in my brain how a game could run at a higher fps than the monitor refresh rate anyways.... surely if the monitor can only update 60 times a second, there's no point to the game being more? Like it would still functionally be 60, wouldn't it?

Yes. But lets say Your refresh rate is 60 and You run the game at 70fps, if by any chance there is a "Frame drop", it gives You extra legroom before you can "feel" or "Perceive" that frame drop.

Since battle for bikini bottom locks itself to Your exact monitor refresh rate, I have no legroom for frame drops.

so i assume you just had to turn VSync off to get it to go higher than 60

sorry for necroposting but this actually isn't true. when your FPS is higher, your input latency is also lower. this means that even if you have a 60hz monitor you can have better responsiveness if your fps is higher, especially past 120 or so.
