Game won't launch

Newly purchased and downloaded via code to steam. I have verified files through steam client and re-downloaded with no change. Disabled antivirus, firewall, vpn. Ran as admin.

The game fails to launch. No black screen. There is a brief loading icon near my mouse.

The steam 'Play' button goes from green to blue after pressing, then 7 seconds later, goes back to 'Play'
