If you are not, disregard.
First off, make sure you go into your drive and find every file related to the game, and delete manually (in steamapps but also the cached files). For some reason some games don't remove themselves properly from steam and residual files up to the total amount of the installed file can still be there.
Once removed, reinstall the game, but don't launch yet.
Search in google for the current directx end-user runtime. dx9 and dx10 can run fine without this, but some games don't preinstall the runtimes for 11 and if you havent installed runtimes before, they may be missing on your pc.
