Key Rebinds?

My right click doesn't stay "clicked" when I use it. As an example,when testing controls, I had to wait through the opening cut scene, cause it wouldn't Hold long enough to skip it.

Also, this issue seems to just be a thing with this laptop. Any game is the same for right clicks.
