Running at 4k, looks like 720p??

I've verified integrity of game files, updated to the latest Nvidia driver version, updated Windows, restarted my PC, restarted Steam, changed program settings in the Nvidia Control Panel, attempted to modify the GameUserSettings.ini & Engine.ini to get the game to run at 4k - despite this, the game looks like it's running on an xbox 360. I haven't seen any discussions around the matter and I'm at a loss. When I alter the in game resolution, nothing improves visually. It arguably looks worse than the original being emulated. I've seen footage and the game should look better than it does on my setup. If anyone has any tips I'd love to hear them.

You are the MVP. The issue was DPI related. Game instantly looks 10x better!

This happens a lot when developers neglect to add a manifest resource to the executable or call the necessary API before creating a window.
