Sandman missing on Sand Mountain

My brother got frustrated on the sock that requires destroying all 8 sandman on Bubble Buddy’s course. He thought he’d just come back when he felt like it. Well, today he decided to finish all the socks he missed and the last one is the one from the sandman challenge. They just don’t spawn at all. He’s really sad now because he wanted 100%. We’ve tried all sorts of things but we couldn’t figure out a solution.

Can anyone help us please?

ok some things on that course there are some somewhat hidden ways to go and they may have a sandman on there as well if the road splits up not all ways have a sandman sometimes both and then there is a sandman that is at the starting platfrom behind you alsol i would prefer to use sandy on there because whit here triple jump she can go backwards bit by bit on the slide

The issue isn't collecting them. I've finished the game before and remember their spawn locations. The issue is that they DON'T SPAWN for my brother.
