If it helps any,I'm having this problem too. I noticed that when I go into task manager,it says about UE4 CrashReportClient and its status was suspended already before I did anything. Does it each time for a failed launch as well.

This is something I will experiment with once I have beaten the game so I can report it on the bug tracking site, but thought I'd bring it up now so you're aware.
I encountered a bug in kelp forest where the cutscene that plays upon jumping on a leaf near the water, continues to show "hold b to skip" despite the fact that the cutscene has ended and I'm free to move about.
Will experiment later for you!
