How come a 1983 CIA team is made up mainly of women?

Hear me out, I loved this game, but first thing I realised when the map appeared and I could travel to Moscow from London or from Vien to Praque... No you couldn't, there was a massive visa issue for people from west and almost no chance for people from east to visit west. I understand the spy angle, but thats a massive flaw and an interesting low hanging fruit for a mechanics of restricted travelling....
