Mod Loadouts Never Save

I haven't gotten any mods to work with saving loadouts. Each round it reverts to default on every mod I've tried. The base loadouts for Standard and WWII always save. The only thing that saves with mod loadouts is attachments per gun, so if I choose a gun I've used before it still has the attachments I put on previously. I thought it was just like that for mods but then a friend told me his loadouts always save. I tried looking it up and other people have mentioned it but the only solution I saw was to delete save data, which I did, but it still doesn't save mod loadouts. Has anyone encountered this and figured out a fix?
