You subscribe to them in game.
Try deleting .modio folder and retry if you have issues.

Hello,
I think the mod hosting service we use (mod.io) is blocked by GWF (Great Fire Wall), you need use VPN or ShadowSocket to get around GWF in order to download mod from China.
