...because no need to wait months or years for a localization. So the best choice for the developers is release the game directly on Steam, and maybe later for a translation patch through the workshop or at least DLC. In this way everyone can enjoy the game on day one without having to wait external companies like Sekai Project or Mangagamer. 10/10...
