Anyways, to answer your question, yeah as Padgey mentioned it's purchased through a BURGL chip you get from the Hedge lab (large bush in the South Eastern part of the map, has blueberries on it). Progress through there and you will find it at the end. Turn it into Burgle at the Oak Tree and you can buy the recipe for it. You'll need stuff like silk (spider webs) and some bee parts to make it just FYI.
obviously stems is cheaper but getting them to a CERTAIN PLACE is a challenge. (technically possible tho, especially in singleplayer where you can savescum)
