How the f do u add friends?

Since an hour i try to figure this out - this is unbelievable
Logged into microsoft bs sites for several times now, xbox.com, live.com, whatever and i cant figure out how to add friends. No help on the net helps

If i had just purchased this game i would refund it this is laughable
