Option 1:
Yes, this is possible. Some Accounts have Cloud Saving for Saves (This includes single player saves, so it can just transfer as soon as you boot the game.
Option 2:
The more "guaranteed" method in my opinion, is making your save a "Shared World" this will 100% transfer to PC and all platforms associated with the Xbox Account.
If you download own it on Xbox, you can play on PC through Xbox app without having to buy it again. Also, saves would be synced there.
