Ladybugs are a little more subtle than spiders or stinkbugs but it's not hard if you pay attention, the required timing is fairly generous.
If you're having trouble the Koi armor (crafted from fallen scales found in the pond) extends that window.
Also bugs have resistances and weaknesses - ladybugs are resistant to piercing damage (which includes spears and arrows) so killing them with a bow is just making things harder on yourself.
They're weak to generic (2-handed clubs) and smashing (hammers) damage.
As for bugs running away when they can't reach you it's an anti-cheese mechanic.
Because usually bugs can climb, the pathfinding just isn't there yet and it'd be too easy if you could kill everything just by standing on a rock.
Most things (nearly everything except spiders and mosquitos, really) can be kited though and the bow is a pretty good weapon once you learn how to do that. You just have to work for it a little instead of simply standing somewhere out of reach.
Adding onto the other answer of doing it legitimately, it really comes down to practice. If you want consequence free practice, place all your items, armor and weapons in a chest. Then craft yourself a couple spears or another cheap weapon. Pay keen attention to the animations and accustom yourself to perfect blocking every attack. When you are successful in blocking most, try again with your real gear. It will come naturally. I'd advise using a Red Ant Club, as it will severely shorten the time needed to kill it due to its smashing weakness.
Hold block and wait for ladybug to attack, right after she attacks deliver 1 hit with a hammer on her, and put up the shield, repeat. Over time you wll learn attack pattern and will know how many swings you can get in before each block.
Also, spike traps.
There is another way to get the head, though it's a bit rng, and that's to destroy the spider sacs, I've had multiple heads that way, as well as other useful parts that can be a pain early on to get like stinkbug and bombardier parts.
