I assume for multiplayer, you would need to do it as the host with no other players logged in, and then after saving exit and reload before people join, to be sure the effect sticks.
achievements stay enabled with the CE setting?
And yes, achievements still work if you change the settings that way rather than by converting the game to custom. At least for now. I've been publicly sharing this as a way to get achievements while still having some of the custom settings toggled since the game was released, so they may make it not work in a future update.
I used this method to get my game to "pause on menus" while still getting achievements.

CE... and people wonder why there are so many issues with MP gameplay. SMH
