Does recipes still require spoiled meat if spoiling is turned off?

I want to play with spoiling off, mainly because it's less annoying, but does buildings like the garden patch or items like the spoiled meat slurry still require spoiled meat. if so, is it still possible to get spoiled meat with spoiling off?

If you can harvest from billy hogs (the big hot dogs), you can get rotten food and spoiled meat. I think any of the large food items (apples, donuts, cookies, and hot dogs) give rotten food.

i assume it's only billy dogs that give spoiled meat since they are made out of meat right?

Looking at the wiki, yeah. All food can give rotten food, but only billy dogs give spoiled meat.
