The Gods of RNG must be seriously pissed at you...
The RNG %-ages aren't nearly that bad, usually.

Have you tried:
* Mutation: Dissection Expert
* Mutation: Rascal Rogue
OR, if you are sufficiently desperate
* Loot Black Widow Egg Sacs (mind you, BWs have a VERY bad attitude...)
I'm not aware of any cheat/spawn commands, and Creative Mode destroys any chances to
earn achievements ever again (even if you set it back to "normal") - so it's not really viable.
Each time you kill a basic ox beetle, it has a 50% chance to drop 1 ox horn, and a 1% chance (if I'm interpreting this right) to drop a second ox horn independent to the first.
Meaning if you have killed 40 of these (I recommend using the fire-ant-club btw) you've effectively flipped 40 coins and they all came up tails.
I'd buy a lottery ticket.
Now, on the other hand, ox beetles from RAIDS have different stats. THEY only have a 10% chance to drop horns.
I must have appeased the gods by going on a very long Termite killing spree - because after that I ran into another ox beetle and got my first horn. The next two dropped one ..
Anyway thanks for the additional hints, seems it was a case of really terrible luck ...
