Burgl quest / achievement " NO MORE HOMEWORK" Bugged

so, i am having an issue since i re joined my old world, hadnt done any of the raise the flags till right before i did new game+, an thats were the issue sets,
most things on the map get reset, but not the BURGL flags, and every newgame+ the missions reset, meaning, that if u raise the flag once an dont do the no more homework achievement in that save,
weather it be, base game or newgame+ soon as you do, your soft locked out of that achievement and i hope that this is a bug, an that they are not being reset, when should, or the flags shouldnt be missions,
because i no longer have any original saves do tempt this, so i would have to make a new game, to grind an do all of the burgl missions to just get the achievement now,
doubt anyone has any advice other than just doing exactly that an make a new game? amazing game but this is 1st real issue ive run into with this game

The burgl quests shouldn't reset in NG+, all burgl quests progress should carry over.
Is this a new bug? Because they all carried over in my world. I was at about 80/100 when I use the remix.r for the first time. And I finished the rest in NG+ and got the achievement.

i dont know, but the quests seem to always reset, because when i newgame ++ 2 i had to redo the same quests, grounded did get a recent update aswell so i dont know
