Block abilities corporate kickback and shocking dismissal

Both of these abilities as of 1.4 dont seem to work properly. i agroed the whole red anthill and just blocked for a while to test this and kickback never once visibly procced. Shocking dismissal would proc and immediately disapear from my buff tab in the bottom left. Id swing to check and sure enough no zap. i proced the Mant more times from perfect block than either of them and Mant is supposed to be 2%.

You’re supposed to attack to get the effect not just block

So, you can get both abilities, at the same time even, by blocking or perfect blocking, just verified. After you block, Corporate Dismissal with explode once you attack. Corporate Kickbacks will heal you as you attack, after you get the buff. Neither proc all that often. More chance based stuff for you.
