I'm sure there was a building restrictions toggle at one point but either I'm remembering wrong or it was removed at some point because I can't find it now

No official way that I'm aware of. But there is a mod that does exactly that. At least up to v1.2.5 of the game. But since that mod hasn't been update since then it probably won't work currently.

That mod is sadly broken and seems not to be fixed anymore either.
