No it's false, the effect of the pary master mutation refund a certain amount of stamina if you perfect block. You are confusing it with the +perfect block effect that koi armor gives you for example.

They significantly buffed Parry Master in 1.3, too, so it now gives the following:

Level 1 (Parry 20 times) - 25 Stamina whenever you parry
Level 2 (Parry 60 times) - 50 Stamina whenever you parry
Level 3 (Parry 100 times) - 100 Stamina whenever you parry

Block right as the attack is about to hit you to get a "perfect block" which is also called a parry. When you do that, you will see "sparks" fly up, and you will stagger the enemy.

Parrying also makes a distinct sound on impact, so you'll know when it happens compared to an imperfect block.
