Yeah technically the game is actually completed.
You can play Grounded start to finish and achieve everything in-game without paying extra money on top of the games initial price. I'm not sure if it'll be getting more big content updates like with the recent ones since I only got the game a few months ago, but I highly recommend if you are interested it's a great game
No they don't it's finished.. They might add more content or DLC but it is finished. And they've never given any indication of adding house content - it was never in their roadmap or steams and I believe they've even said the house wouldn't be as interesting as more garden areas.
