Frostbitten Recipe missing? Need help.

Hello. Noticed some notes missing from stuff tab. Trying to SuperWin.
Went back, saw Frostbitten Recipe already taken but the note is not in my (stuff tab) and reefer is not unlocked. All bosses defeated already.

Only 1 Totem and 2 Water Logged recipes.

Also, does you need all recipe notes for SuperWin Achievement?

Iirc last major update relocated that recipe, it should now be on a desk near the entrance of the lab, close to the shelf with resources maybe?

Iirc (I took it a few weeks ago), the folder should be on a table in one of the first rooms, right after the entrance at the end of the widow's nest.

There is only 1 table next to that Water Dispenser, recipe is not there.

Found it. It is NOT in the Wendell lab, and not after the black widow nest. It is in the Under-shed entrance next to the analyzer.
