Best way to get stems?

I have a level 2 axe but it seems so scarce.

Some areas just plain have fewer weeds than others, but you can also move entire full pallets of stems from further away if needed. Husky weeds give more than dandelions, but also dont have the tufts if you need to replace yours either.

You should be on the lookout for Husky Weeds. The rose garden east of the Oak Tree has several. There's also a few in the dead grass section just south of the rose garden. Just watch out for the stink bugs

Don't know about "best way" but you can chop down dandelions with your L1 axe and access them very early. You get 6 for each one. Once you have an L2 axe, you can then chop down husky weeds which can give you 4 stems up to 15 or so stems each. They will grow back over time. Mark the ones that drop over a dozen at a time because they will consistently drop the same amount each time they respawn.
I use the intern badge + wear ant armor to be able to carry 18 stems but I also "move" an empty stem pallet with me and place it next to the weeds I chop down. Once it is full and I can carry no more, I "move" the pallet back to base or where needed. Rinse, lather, repeat.
