Does thistle regenerate?
If so how long? I can't chop it down at all.

You're welcome. I don't know how long it takes to regrow but since you can get a lot of spines climbing the leaves to the top you get enough to make a bunch of arrows. Should last until the next harvest.

You can get 70 needles per Thistle Plant, and if i'm right based on previous game saves, I'd say between 2 and 3 days for the regrowth. That's a guess as i've never farmed them before.
