Landmarks are not unlocked.
Even if you approach the landmark, you will not be able to find it.

Especially the underwater dome after completion.

I also can't unlock the underwater one. I have been inside, opened the dome and swam all around. The tracker shows as completely filled, so the game knows I'm right on top, but it still doesn't "discover".

try inside the dome to jump on that computer in the middle and jump couple times thats unlocked it for me.

Hmmm okay. So, that definitely unlocked "Pond dome" for me, but the tracker is still showing I have an outpost to discover. For some reason this is now even weirder lol
