Screen Flickering?

The bottom quarter of my screen flickers when I'm in the game, and only this game. It doesn't matter if I'm in my inventory, settings, main menu, or anything. I've tried changing FPS, graphic quality, and every other graphics setting but it doesn't change the flicker. Any ideas?

Not sure - never seen it myself, however, I know you said you tried every other setting but excuse my asking: Have you tried changing Windowed / Windowed Fullscreen / Fullscreen modes? and/or VSync? Almost seems like a background app is trying to gain focus in the game. I would check/disable anything such as Steam Overlay, nVidia Game/Recording Overlay etc.. to see if it resolves it.

Doubt this is the issue, but it might be worth checking to see if your video card drivers are up to date.

I did mess with Vsync and it didn't do anything but didn't change any of the windowed stuff thinking it wouldn't have changed anything but i went back just now and changed it; windowed didn't do anything but fullscreen fixed it :) thank you for the suggestion.

Nice, glad it is sorted. If fullscreen fixed then most likely something trying to take focus as the front app being run (fullscreen forcecs the game/app to have exclusive display). At any rate, glad it is sorted for you!
