I kicked my buddy from my server but he can't rejoin

So long story short I kicked my buddy from my match but now he can't join back in. I have tried restarting the full game and when he trys to join he is still getting a message saying he is kicked.

He may also need to restart his full game.

He said that he did as well but wasn't able to join. Obviously I can't see what he is doing, so idk. When you kick a player does that kick just hold till the lobby session is over?
