I can't mow underwater
how am I supposed to harvest something underwater if I can't mow?

I've seen on youtube videos that others can normally chop underwater. Do you know why I can't use tools underwater?

(like what could be the cause)

In order to collect the grass underwater you need the pebblet dagger.

There are only 2 tools you can use underwater, the shovel for clay, and the pebblet knife to cut/chop things. This knife is under the "water" section of crafting if I recall it right

The cause is this aspect of the game is very poorly explained.

When you are next to a harvestable resource a little icon shows up indicating what tool is needed either an axe or hammer appears right?
If you look at a resource underwater a knife looking icon.
You need knifes to harvest underwater, the pebble knife will work but so will any dagger weapon.
The pebble knife is even listed in the "underwater" tab of the crafting screen.

Weapons work the same, you need special weapons underwater, either knives or spears. Swords axes hammers etc wont work, must be a knife/dagger or a spear/trident.

You can use other daggers underwater, not just the pebblet dagger. So if you have a Spider Fang dagger, for example, that works too. The dagger is even used on things that normally require an axe. For example, normally you use an Axe to break berries down into berry pieces, but if the berry has fallen into water, you use a dagger instead.
