Thinking about picking the game up, but I have read some bad reviews that says Multiplayer is locked behind a xbox live subscription? is this true?

if you are xbox, and have gamepass ultimate, you don't have to worry.

No subscription required if you are playing on PC, but you do need to login to Xbox Live. Just having a login account is free though.

If you play on Xbox, you will need either the Gamepass Ultimate or Xbox Live Gold.

You don't need a live subscription. If you own the game, you can play multiplayer with no additional cost.

For PC players the only thing you need is a Microsoft account. No additional charges needed.

Really depends what you mean by "subscription". Yeah, you have to have an account. No, you don't have to pay a fee. Most of the bad reviews I've seen in this regard are to Xbox live's lousy connectivity on PC, leading to lots of dropped games between steam users, who would be better served not to have to go through Xbox live for no good reason, when steam connects them already.
