Unfortunately with the way that structures have to be "supported" it makes it very difficult to actually build downward. There really isn't a good solution for what you're asking.
1. You can sometimes get lucky and a stair or clover roof or something similar actually does let you build down for whatever reason and then work from there. In the screenshot below the acorn stairs worked there but didn't always work in other places. It's weird.
2. You can start on the ground and build up a ramp or stair to your skybridge from the other side.
While this is possible and is sometimes your only solution you have about a 99% chance that they will not be properly lined up when you have them meet and you'll have either an overlap or a small gap of some kind.
Save before committing to this one and be prepared to reload a lot if you are trying to get it to look right.
3. I have found a weird thing with ladders. Apparently they can be built downward and sometimes they can "support" structures nearby that aren't actually touching them (see screenshot).

While it's hard to see from the angle of the screenshot the clover roof there is actually not touching the ladder, it's to the left of it, but if I destroy the ladder I lose the clover roof. So it's a bit finicky but it can potentially be your solution. Might just need to play around with that one.
4. The scaffolding on the ground idea may actually work well but it would be a gigantic pain to get it all set up. Once you have a stem scaffold in place straight down from a grass floor or something you could technically run that scaffold along the ground and placing more and more ghost scaffolds until you reach the other end.
Sink the final section of ghost scaffold into the ground so it's supported by itself and then delete the rest of the ghost pieces.
If you find an obstacle you'll have to either go over or around it. Even if you deviate a really long way from you path you should still be able to get back to it and even be lined up with it as you will always be moving the same distance relative to your bridge (i.e. a 1 scaffold unit of measurement so to speak).
Sadly, if the other ideas don't work in this list this is probably your best bet to actually get another ramp properly lined up with your bridge.
*edit* Did some more testing and ladders can work to let you start a clover roof ramp downward which you can then build all the way to the ground. You may have to temporarily add a grass floor or something off the side of your skybridge to have a spot to build the ladder.

I have not seen the Ladders yet. Is think unlocked at Burg.L?
I do find it strange that there is no structural integrity but I cannot "snap" a phantom to bottom of a grass floor floating in the middle of nowhere....
I did not try Building a scaffold on top of the grass floor first and then try snapping to bottom of that. I will try that next. I do know that you cannot put a phantom scaffold on top and try to snap to the bottom.
I have a lot of experience with building games: just wondering what my limits are here.
