Max is more in line with the “90s cool kid” stereotype than anything racial. Reasons being:
1. “Lemon Crime” is a flavor of the in-universe drink Punch-O, of which you can find a box in the grass a little ways southeast of the oak tree. Upon discovery, the characters’ comments reflect that the name of that particular flavor got Tropicop some flak from concerned parents. Naturally, the cool kid’s parents let them drink it because it’s just a punny flavor name. If anything, the only thing you can really take from that for Max as a character is that he likes lemon-flavored things. Is liking lemon racist? Hardly.
2. Telling Pete not to read so much is because they’re polar opposites. Pete is the stereotypical nerd to Max’s cool kid. As you noted, OP, they’re also friends. So it’s really just banter essentially telling Pete to live a little. Again, nothing racist.
3. Meals on Wheels were basically delivery services like we have today. Anyone can use them, so how is him mentioning them racist?
4. The miscellaneous comments just tell us more about his character. “Biting his pillow” tells us that he often dreams of food. This is also known as a “Marshmallow Dream” in trope-speak (https://tvtropes.org/pmwiki/pmwiki.php/Main/MarshmallowDream). As for the fruit pounders, he isn’t the only one who talks about them. Pete does, too. Like Punch-O, it’s a fictional snack food that the kids likely enjoyed before getting shrunk. Probably analogous to Gushers or the various kinds of fruit gummies irl. What can we take from those? He likes food, with an emphasis on sweet and fruity stuff. That’s a pretty common preference for most modern kids, so that can’t be racist.
Sounds to me like you’re seeing things that aren’t there and making huge conclusion jumps from fairly innocuous details. It helps to know as many details as possible before stating a stance on something.

Meals on Wheels provides meals for the elderly. There is no racial stereotyping here. Nor is it a "you must be poor" stereotype either.
Services like food pantries, food giveaways, and the like are aimed at helping the poor have enough to eat. Where I live, there's an organization called Labor Harvest which regularly does food giveaways for the needy. You need to register with them, and fall within a low income or poor financial status. There's also the Food Pantry, which requires a social services worker to put in a recommendation before you can get a care package from them.
