Report a translation problem
A lot of the game's mechanics are somewhat confusing, and it's easy to get stuck on seemingly trivial tasks.
PS. I just replayed that part of the game. You talk to Alcott to get a cutscene where everyone is making additional sections of the bridge, but as you mentioned you have to talk to him AGAIN to actually have the sections and the blueprint added to your inventory. So there's a trigger but it's not at all obvious what the connection is between the trigger and the event.
