I mean, since childhood I always thought that you can get infected by the virus from a bite. But the virus itself does not kill you, however once you die the virus re-activates the brain, nervous system and muscles on a minor level to result in the "look at me, I'm a zombie"-mode. Hence, Leon/Claire/Chris/Jill... don't turn into zombies even though they get bitten every now and then.

TL;DR: T-Virus cannot reanimate dead corpses, there are several methods of infection, some people are naturally immune to the virus.
Also the virus and how it works is constantly being changed the in universe reason is that it simply evolves that quickly and unpredictably.
