Report a translation problem
PD: I am using an XBOX One controller
you could follow the steps bellow to fix the problem:
1. Search for the game in your steam library;
2. Right click on the game;
3. Choose manage option
4. Control Configuration
5. Right Axis ABS
6. Addiotional Settings
7. Search for Inner Dead Zone and put at minimum;
8. Search for Outer Dead Zone and put ar maximum.
9. Choose option Back, Back again and OK.
10. Open Heavy Raind and see if everything is OK.

This worked like a charm for me, just in case some are still having this issue. (Im on ps4 dualshock controller)
THIS WORKS! Add the info: You have to di this in Big Picture Mode, in the normal desktop mode this specific setting is not available (for me at least...).
